In this role, you will direct all activities necessary in the development of outsourced contracts for complex construction projects and the administration of construction contracts using various delivery methods.
To accomplish this, you will lead blended teams of consultant and agency staff.
IBR is a multimodal mega program jointly led by the State of Oregon and the State of Washington to address regional safety and mobility problems facing the I-5 highway system crossing over the Columbia River between Portland, Oregon and Vancouver, Washington.
We are working with the Washington State Department of Transportation (WSDOT) to develop solutions for seismic resiliency, safety improvements, congestion reduction, reliable transit, active transportation and reliable movement of freight.
The person in this position will be a State of Oregon employee.
This position is based in Portland, Oregon, and the work location will be at our joint office in Vancouver, Washington.

A day in the life: Support the IBR management team in all activities associated with the construction of the Interstate Bridge design.
Meet with and work collaboratively with the contractor/consultants regularly to plan and coordinate work, resolve project issues and discuss other contract topics.
Manage contract change issues.
Administer the contract in accordance with the contract plans and specifications.
Participate in the design development phase and development of the contract plans and specifications.
Monitor work in progress and adjust assignments or make workforce changes as needed to ensure the appropriate match of staff and projects.
Supervise preparation of monthly contractor/consultant progress payment estimates.
Manage construction authorizations and construction engineering budgets on each project.
Assign, schedule, direct, supervise, review and accept the work of ODOT construction and survey staff.
Represent management in the development of outsourcing contracts for highway construction projects.
Participate in vendor selection process and play a key role in evaluating and selecting proposals.
Provide expertise in evaluating and analyzing contract claims, including resolution recommendations.
Participate on various statewide teams and committees.
Work in both office and field environments with hybrid work options available – full-time in person work required once construction-related activities begin.
Be on call 24 hours/day, 7 days a week, including holidays.
Frequent travel required to visit construction sites; work at construction sites involves exposure to traffic and equipment hazards and working in all weather conditions.

Minimum qualifications: A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.
Note: Three (3) years of journey level professional engineer experience is considered licensed experience only.
If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.
PE licensure in Washington will be required after hire – this is not required at time of application.
Special qualifications: Driving is an essential function of this position.
You must have a valid driver license and an acceptable driving record.

Experience in construction inspection and contract administration of design-bid-build, construction manager/general contractor (CM/GC) and design-build projects for heavy highway work.
Experience working on and leading contracting and construction on transportation mega projects (more than $100M) Experience leading blended, agency and consultant, teams in contract administration.
Experience interpreting design standards and standard specifications to ensure contract compliance.
Experience attending public meetings and communicating with partner agency representatives on behalf of the owner.
